History: Kaspar was born in Groscia, a vast underground country under the mountains, and raised under its increasingly authoritarian and theocratic government. Kaspar and his brothers had their childhoods sold to the military in exchange for a home. Kaspar (along with his brothers) became the poster children for the power that could be achieved via the program that originally brought their parents together. He was largely raised in militaristic church boarding schools until the war in the depths under the capital of Vuglodir ate up most of the teenage years he had left, with the rest finished off with the brutal cleansing of the Vair.
He then stopped caring about his career or the government and instead began a defiant campaign of passive aggressiveness, lying, and playing stupid to avoid having to confront cavern rebels or fight anyone. The negative mark on his record even had him scratched from the marriage registries and demoted to the captain of the ghost corridor, a section of the city where nothing ever happens but the passing of glowing insects. It's boring. Yet somehow he hasn't been this happy since he was a little kid quietly watching his father work on crafting beautiful flowers of fabric between reading fantasy novels on rare holidays at home.

Personality: Kaspar is an artistic, free spirited, and optimistically adventurous soul at heart; independent and introverted, one whose shell was molded harshly by his upbringing under the thumb of his government, but never broken by it. He prefers the comfort of the present and its little things, or the imaginings of his near future, over the dull ache of dwelling on the past or the stomach flipping uncertainty of the far future.
In part a result of being repressed in many ways, he can be socially awkward, quieter in larger groups, and prone to day dreams of the practical and sensory sort (especially when he is unable or too unsure to do what he wants in the moment). Kaspar is kind and quiet with an effortless and confident internal sense of self in the present that results in a laid back, open demeanor that often obscures the depth of feelings he largely keeps to himself, occasional impulsiveness, and his largely one on one playfulness with those he gets closest to.

Powers: (cw: blood!!!)
His abilities are based on what his people call 'light', which works a lot like mana only tied directly to his soul and feelings. This manifests itself in a baseline passive increase in speed, strength, and resiliency, it's something that is turned down by concentration or direct sunlight, but is always still felt in the core of his being (until being nerfed initially!). Anyway, normally this gives his blood the power to infect inanimate objects with enough blood on them, dully able to sense them nearby, move them slightly, or halt it if they have enough layers of blood. But he has the finest control over his custom Groscian bloodletting weapons that he can sense and control to some degree without greater velocity of that of a shallow dagger stab without the assistance of guns, hands, or feet. Oh, and he can make them glow or explode (as a last resort). The only way to make this power work is for him to do whatever he feels will work (usually some combination of clapping, jumping, yelling, finger/hand gestures, whistling, calling his weapons by name or praising them quietly)

(( also I'm assuming even the stuff that is more on the biology end as opposed to the magic-y end will be okay on arrival? Like glowing and being sensitive to the sun/able to see better in dim lighting, but he'll have to earn back his light (his power) to feel his bullets/pistol again and then at some point his rifle (since it's too big) if he has any weapons at all? ))
Inventory: His full on duty uniform, two daggers, his pistol, and bullet case (with bullets?). He won't be able to use his abilities on his bullets so he won't be using them. I'm fine if you want to take his weapons away too.
Likes: Kaspar is adaptable and despite being repressed in a lot of ways, he has had a lot of time alone (and pushed to extremes) to develop a solid sense of himself as a person. His self awareness isn't as perfect as he thinks it is, but it is well developed enough to make him potentially compatible and interested in a variety of different people. Someone that can sit together with him in the quiet moments or someone more outgoing to hold his hand in a crowd.
That said, his most ideal (but by no means required) partner would be someone pretty different than him: A person who is more rational, organized, and outgoing than he is who can still follow him on adventures while appreciating Kaspar's practical, often nonverbal, gestures of affection. A partnership where they are both learning new things in their complimentary differences together. Someone who can join Kaspar in the moment to enjoy the simple things together, like cooking side by side or decorating a room. All of this, while they both allow glimpses into their rarer emotions. He falls the fastest for romantics and those with authentic passions/convictions/intelligence or complex people with layers to peel back to bring them out of their own shell.
Dislikes: Anyone that puts too many restrictions on him or unironically tries to order him around, is constantly negative (even when his practical attempts to help fail), gives too much criticism on him or things he values deeply.
He has a long fuse and all of that would take a LONG time to build up, so there is hope if he sees something deeper in a person like that because he will give some people one too many chances sometimes.
Ideal dates/venues: An ideal date for him is a meaningful but relaxed and laid back affair, with something active to do (playing a sport, dancing, hiking, bowling, etc etc). It gives him a chance to be in a comfort zone and get to know someone without the pressure of an instant connection. Just as effective would be something artistic or beauty related, like going to an art gallery for the first time, or out exploring nature.
Partner: I would prefer he share with someone (random), but it matters more that he's in the forest.
Farm Style: forest pleeeease. Less sunscreen needed and he likes mushrooms.
